Location service for uber traffic service !?

Why not have the option "while using the app" for location service, than just always or none. I have no interest to spend my data plan to make Ubers traffic info better. You are using every uber app users data plan to create your traffic record. Thats ridiculous..
Thats force me to turn off the location service specifically for uber.. in my phone settings or just delete this greedy app. Which steal your data plan.. even while you are not using it.
